RICHMOND – Virginia’s Department of Historic Resources (DHR) has released a second batch of survey and planning projects funded though the National Park Service’s (NPS) Emergency Supplemental Historic Preservation Fund (ESHPF), a disaster assistance program stemming from Hurricane’s Michael and Florence in 2018. The projects were selected on a competitive basis based and—in addition to fully funding the projects—DHR will also provide necessary coordination and management of the grants. These projects will be released in batches and this second round will fund projects in Westmoreland and Nelson counties, the Town of Crewe (Nottoway Co.), the City of Martinsville, the Pamunkey Indian Reservation, and projects spanning multiple localities. DHR anticipates the projects will result in new and/or updated information for over 500 historic and cultural resources in the Commonwealth. This first batch of ESHPF Survey and Planning projects will support and enable—

• A reconnaissance-level architectural survey of approximately 75 properties and the preparation of a form to nominate the Crewe Commercial Historic District in Nottoway County to the Virginia Landmarks Register (VLR) and the National Register of Historic Places (NRHP), to be completed by Commonwealth Preservation Group;
• An intensive-level survey on four key resources on the Pamunkey Indian Reservation as well as the preparation of a management plan, to be completed by Commonwealth Architects;
• A selective reconnaissance-level architectural survey of approximately 70 mid-20th-century farm buildings in DHR’s Western Region and a survey report providing context for the building types, to be completed by Johnson, Mirmiran & Thompson;
• A reconnaissance-level architectural survey and limited archival research on the Stuart and Watts African American cemeteries adjacent to the James Monroe Birthplace, to be completed by Environmental Research Group;
• A reconnaissance-level architectural survey of approximately 175 properties and the preparation of a form to update and increase of boundary of the Martinsville Historic District in the City of Martinsville for the VLR and the NRHP, to be completed by Commonwealth Preservation Group; and
• An archaeological survey by water of approximately 93-linear miles and LiDAR analysis of about 40 square miles along the Appomattox, Rivanna, James, and New rivers to record potential new archaeological sites and revisit previously recorded sites to inform future archaeological survey planning within at-risk areas, to be completed by Hurt & Proffitt, Inc.

The NPS awarded DHR $4.7 million in funding to provide recovery assistance to historic resources damaged by hurricanes Florence and/or Michael in September and October 2018 that are listed or are eligible for listing on the National Register of Historic Places. The award from the Emergency Supplemental Historic Preservation Fund (ESHPF) administered by the NPS enables DHR to contract projects and make sub-awards to historic resources in the 52 eligible counties and cities in Virginia that were identified in FEMA major disaster declarations 4401 and 4411.
