DHR’s Easement Application Form (below) outlines the requirements of DHR’s review process for new easements. Applications are evaluated and considered by DHR Easement program staff and the Easement Acceptance Committee before being presented to the Virginia Board of Historic Resources for approval during one of the board’s quarterly meetings. A $500 application fee is due at the time you submit your completed application. Refer to the Billing Statement (below) to submit the application fee. A check for the fee must be provided in accordance with the instructions on the Billing Statement at the same time the application is submitted. DHR is unable to accept credit cards or other electronic payments. Applications will not be reviewed until the application fee has been received by DHR.

Please complete the PDF version of the easement application and email it to EasementApplication@dhr.virginia.gov or print and complete the form and mail to Karri Richardson, Easement Program Specialist, at DHR, 2801 Kensington Avenue, Richmond, VA 23221. If you email your application, the application fee and billing statement must be mailed separately.
