The Thomas Jefferson Inn (Federal Executive Institute) is located in the northwest boundary of the city limits of Charlottesville. Though much of the area has been developed with the growth and expansion of city and the University of Virginia, the bucolic nature of the 14-acre campus itself remains.  The site was originally developed as a highway hotel along U.S. Route 29 during the 1930s.  The Main Building for the Thomas Jefferson Inn was designed in his signature Colonial Revival-style by master architect Milton Grigg, and was constructed in 1951. In 1956, Grigg designed the Annex Building (now known as Pendleton Hall) to the northwest of the Main Building and utilized the same Colonial Revival-style principles. The campus was leased by the General Services Administration beginning in 1968 for the newly created Federal Executive Institute, and was formally purchased by the GSA in 1982.  The FEI by order of President Lyndon Johnson, and was established to serve as a center for the advancement and training of federal employees, providing an academic approach over an eight-week program to improve management philosophy. The Charlottesville location was considered close enough to Washington, D.C., to make it easily accessible for participants, lecturers, and guests, while being far enough away from the city to encourage participants to completely immerse themselves in the experience. The Federal Executive Institute was closed under an executive order by President Donald Trump in 2025.
